Teaching and research pathway

The teaching and research pathway leads to limited registration for overseas qualified practitioners who are not eligible for the competent authority or comparable health system pathways, but have confirmation of employment from a New Zealand tertiary education institution to provide teaching and/or research for accredited New Zealand oral health programmes.

This pathway is available for applicants from 1 November 2026.

Eligibility requirements

To be eligible you need to:

  • hold current registration in a Dental Council recognised scope of practice, with a recognised overseas oral health registering or licensing body that allows the practitioner to conduct oral health clinical learning, teaching and/or research
  • have a confirmation of employment from a New Zealand tertiary education institution and/or research provider to provide teaching and/or research for accredited New Zealand oral health programmes.

To apply

Check your registration options carefully. You should only apply for limited registration if you are not eligible to apply via another pathway.

This pathway does not lead to full or unconditional registration. It is limited to clinical teaching and research under the supervision of a Council-approved practitioner. This pathway does not allow for independent or private practice.

You can use the self-assessment tool to check the most appropriate pathway for your qualifications, training and experience. Alternatively, you can create an account on the practitioner portal, and then select the Teaching and research form in the drop-down menu within the applications tile.

Before applying, ensure that you have all of the documentation required. The documents that you need to provide with your application are listed in the Supporting documents guide.

Most applications on this pathway are completed within 25 working days from receipt of a complete application. A complete application is when we have received your application form, payment, and all of the documentation required to support your application.

Visit the Registration - what you need to know page for further information.

Post-registration requirements

Your supervisor and supervision protocol will need to be approved before you are issued a practising certificate. Your protocol will include the requirement to complete the Oral health practice in New Zealand training course, a series of e-learning modules designed to help you understand New Zealand’s regulatory, professional, and practice requirements.

Ready to apply via the teaching and research pathway?

The teaching and research scope does not lead to full or unconditional registration, and practitioners registered in this scope of practice cannot undertake individual practice in any location, including private practice. Practitioners can provide clinical instruction, supervise students and conduct oral health research.

Use the self-assessment tool to identify the pathway most appropriate for your qualifications and experience. You can create a practitioner portal login and continue your application from the self-assessment tool.
